As the city of Nikolaev was a district center of the Odessan province, presumably, the petition would have been initiated by the Odessa city council, but documentary evidence of this so far has not been identified.
On 15 April 1924 the Plenum of the Central Administrative-Territorial Commission of the VUTSIK considered and rejected the petition of the Odessan executive committee.
